1. For the publication of the article in the journal "Technical sciences and technologies" it is necessary to submit the following mandatory documents:

In electronic version:

- electronic version of the article, identical to the paper version, issued on a sample (Annex A);

- a scanned external review of the article from the Doctor of Sciences indicating the scientific degree of a reviewer, academic rank, post, job (without abbreviations), certified by a stamp;

- the information about the authors, filled in on a given form with a separate file (Appendix B). We would like to draw your attention to the fact that the author's name (s) are given in full;

- a scanned receipt for the payment of the cost of publishing a scientific article (after reviewing and acceptance of the article for publication).

2. Requirements for a scientific article.

The scientific article should correspond to the thematic focus of the collection.

The article can be submitted in one of three languages: Ukrainian, Russian, English.

In case of submission of the article in English, the translation of the article in Ukrainian is obligatory.


The text of the article is typed using the computer word editors: Word for Windows 97/2000 / XP.

The article should be the following: minimum: 5 full pages, maximum: 10 pages (last page should be filled by at least 3/4).


3. The page parameters should be the following:

Format A4 (210 × 297 mm).

Fields: Upper, Lower, and Side - 25 mm.

Do not enter the upper and lower sub-headers, or page numbers.

The text should be aligned to the width of the sheet.








4. Structure of the article and the main requirements for the design of its structural elements.

All structural elements of the article are provided in Times New Roman font, the line spacing is 1.0. The main structural elements of the article and the requirements for their design are shown in Table 1.

References should contain at least 10 sources.

Pay attention! Links to materials from the Internet Encyclopedia: Wikipedia were not accepted for scientific articles, because this source is not verified and there is no scientific basis on it.


References in English ( must be written according to the international APA bibliographic standard ( (Appendix B) .If the article is written in a language that uses the Cyrillic alphabet, then its bibliographic description must be transliterated in Latin letters. After the name of the work in Latin letters, the translation into English in square brackets is indicated.

Citation, charts, statistics, numerical values, that increase the level of analytical materials are given with reference to the sources. The author carries the responsibility for the figures presented in the article.

Figures and tables in the article should be placed immediately after the text where they are mentioned for the first time, or on the next page.

Illustrations (figures and black and white photographs)

While making figures it is recommended to use MicrosoftVisio 2007 (2003). If using MicrosoftWord pledged graphics figures should be grouped. Figures font Times New Roman, size 12, italic. Figures should not go beyond the text block

The figures are indicated with the word "Fig." and numbered in sequence within the article. If there is only one figure in the paper, it is not numbered. The explanatory captions, figure number, its title are placed in series under the illustration.

Digital material which is incorporated in the article should take the form of tables. Size of tables’ text - font 12. All tables should be titled. Numbering tables’ title (size 12) is aligned on the right edge of the table, thematic title of a table (center, size 12, italic). All tables, figures should be titled.

If the table does not fit on a single page, all of its columns should be numbered, and over the transferred part of the table "End Table. 1" should be written above.



Using formula in the article should be according to certain rules.

Large, long and cumbersome formulas, which are composed of the sum of marks, product, differentiation, integration, placed on separate lines. This also applies to all the numbered formulas. To save space, some short similar formulas, separated from the text, can be placed in a single line, rather than one by one. Small and simple formulas, which have no independent value, should be entered in lines of the text.

Style of the formulas: chemical formulas are typed with direct font. Formulas, for which there is a reference, are numbered in Arabic numerals in brackets on the right, without departing from the margin. Formulas must be aligned on the left side of the page. And between them and the text one line interval is maintained. It is compulsory to provide deciphering for lettered variables in formulas. To type symbols of physical quantities MicrosoftEquation formula editor for WINDOWS should be used.


Determining the wear of the circle is proposed as a proportional to the number of large sections of the limit value (az)max:

Where k1<1, k2>1 – exponents with slice thickness;

F(az.), (1–F(az.))– the value of the integral distribution function of the calculated thickness of the slices, which determine the thickness of the slices, smaller and larger than the specified limit az. The integrated probability distribution function of chip thickness was found for the model of the grinding process [7].

1 page of a scientific article is 50 UAH (please, specify the cost of the publication).

Актуальність теми дослідження. Сучасні тенденції розвитку систем відеоспостереження орієнтовані на створення автоматичних функціональних комплексів, що володіють інтелектом. Виявлення областей руху в кадрі є фундаментальною проблемою цих систем. Тому існує потреба створення програмного забезпечення, яке виявляє зони руху в кадрі.

Постановка проблеми. У процесі розроблення таких систем розробникам доводиться вирішувати суперечність між обчислювальною складністю алгоритмів обробки, якістю створюваних зображень і апаратними можливостями сучасної обчислювальної техніки. Багатовимірний характер відеоінформації (координати, колір) накладає значні обмеження на швидкість і якість її обробки. Крім того, виявлення руху на мобільних камерах ускладняється через постійну зміну фону.

Аналіз останніх досліджень і публікацій. Були розглянуті останні публікації у відкритому доступі, включаючи технологію оптичного потоку та алгоритм SURF.

Виділення недосліджених раніше частин загальної проблеми. Підвищення швидкодії існуючих методів детектування зон руху по відеоряду низької якості.

Постановка завдання. Удосконалення методу детектування руху за допомогою нестатичних камер або камер з функцією PTZ у напрямку прискорення його роботи.

Виклад основного матеріалу. Виявлення зон руху в кадрі відбувається за допомогою стандартних бібліотек opencv. Для визначення зони руху використовується пара послідовних кадрів: попередній – об’єкт, поточний – сцена. Формування контурів об’єктів відбувається шляхом побудови відповідних гісторам.

Висновки відповідно до статті. Запропонований метод дозволяє вдвічі прискорити процес виявлення зон руху по даним відеоряду нестатичних камер.

Urgency of the research. Modern trends in the development of video surveillance systems focus on the creation of automatic functional complexes with intelligence. Areas of motion identification in the frame are the fundamental problem of these systems. Thus, object tracking is very important and critical.

Target setting. However, when designing such systems, developers have to solve the contradiction between the computational complexity of processing algorithms, the quality of the images and the hardware capabilities of modern computing. The multidimensional nature of video information (coordinates x, y, color) imposes significant restrictions on the speed and quality of processing. Also, motion detection on mobile cameras is complicated due to constant background change.

Actual scientific researches and issues analysis. To prepare this article, many materials were considered, as well as ready-made solutions that were publicly available.

Uninvestigated parts of general matters defining. Despite the fact that research on this topic was conducted, choosing the best method for detecting zones of motion is quite difficult.

The research objective. In this article, a method that allows detecting and highlighting moving objects on non-stationary cameras or cameras with PTZ function was presented.

The statement of basic materials. The location of a moving object occurs using standard OpenCV libraries. To determine the area of motion, you need two frames. The previous one is an object, and the current one is a scene. Using the SURF function, it is possible to find the positions of the object on the scene and to find the area of motion it remains to subtract the object from the scene.

Conclusions. The proposed method successfully cope with its task, namely the detection of moving objects on non-stationary chambers.
